With reference to your letter of the 23rd July,

aniline dyes to French Indo-China, and indigo to Manila, I

am directed by the Board of Trade to state, for Mr Secretary

Bonar Law's information, that so far as they are concerned

there is no objection to permission being given for the

exportation from Hong-Kong to French Indo-China of moderate

quantities of dyestuffs, but that they are not prepared to

recommend that exportation of such dyestuffs to the Philippine

Islands should be allowed.

Under Secretary of State;
